The Virginia Departments of Criminal Justice Services and Behavioral Health and Developmental Services strongly encourage CIT programs adhere to a limited number of uniform requirements, referred to as the “Essential Elements of CIT”, to assure that the basic structure of all CIT programs is consistent throughout the state.
